How are they going to enforce this?

Here is a bit from an article I read under the title “Russian Parliament to Ban the Word ‘Dollar’” in The Moscow News, an International weekly, since 1930 (so the front page says) that is in English:

“Russia’s parliament gave initial approval on Wednesday to a draft law that will punish government ministers for saying “dollar” when the could have used the word “rouble” instead. Backers of the law say the want to rebuild pride in the Russian currency and draw a line under the years when galloping inflation meant most people did business in dollars. Critics say it is unworkable and political posturing.”

My main question is this: how in the world do you enforce this law? Do the parliament officials rat on one another if they hear the word “dollar” used? Will there be a new type of policing agency “The Buck Brothers” or something like that to regulate government officials?
